Tourism has been widely regarded by scholars and policymakers as an economic savior and the key to fostering cross-cultural understanding. Being aware of this, the Uttar Pradesh government has started the journey to make tourism a “people’s industry” so that welfare will be ensured for every cross-section of the population.
As headed by Chief Minister Yogi Adityanath, the state is simultaneously enhancing infrastructure, culture, and the involvement of locals to provide a healthy and engaging tourism platform for uplifting the livelihoods and presenting the cultural heritage of India.

The centre of Uttar Pradesh tourism development policy is Indian ancient philosophy ‘Atithi Devo Bhava’ which means the guest is God. Yogi Adityanath, the Chief Minister, has urged individuals in those areas to become the brand promoters of their cities with a focus on sufficient hospitality from the people and pride in their culture. In this case, the goal of this approach is to develop a favourable attitude where tourists start participating again and inform others of their great experience.
“I want to restate here that tourism is not just about monuments and sites; it is about people,” the Chief Minister has underscored. His plea for the contribution of the community to the tourism development supports the true concept of tourism as a noble and viable industry that can only yield its full potential with the support of the people of the community.
Investment to Spread Infrastructure and Safety
As a result of the state government’s keenness to entice more tourists, it has undertaken extensive construction and put in place adequate security measures in these attraction sites. All these have helped in developing better connectivity, including roads and better accommodation facilities that have made the state educate domestic and international tourists.
Measures promoting safety further by increasing the police force and installing CCTV cameras in most important tourist areas have made Uttar Pradesh more friendly to visitors. These efforts have paid off as the state is at the top of domestic tourists’ visits in India three years in a row.
The Ram Temple Effect: Ayodhya’s Transformation
One of the standout success stories in Uttar Pradesh’s tourism revolution is Ayodhya. Once welcoming an average of 2.83 lakh tourists annually, the city has witnessed an exponential surge in footfall following the construction of the Ram Temple. By September 2024, over 13.44 crore tourists had visited Ayodhya, and the number is projected to reach an astounding 16 crore annually.
This influx has brought unprecedented economic benefits to local residents. From hoteliers and transport operators to artisans selling religious artifacts and prasad, the ripple effects of tourism have transformed livelihoods. Many locals who once earned modest incomes now report earnings in lakhs, thanks to the booming tourism industry.
Varanasi: The Spiritual Hub with Modern Appeal
Varanasi, one of the world’s oldest living cities, has also experienced a tourism Renaissance. The development of the Kashi Vishwanath Corridor has attracted nearly 6 crore visitors annually, a six-fold increase from previous figures.
The economic impact of this surge is profound. On average, a tourist spends approximately ₹5,000 on transportation, accommodation, food, and souvenirs, directly benefiting local businesses. The rising demand for Varanasi’s iconic silk sarees has provided significant economic gains to weavers in nearby regions like Mubarakpur in Azamgarh, demonstrating how tourism can uplift surrounding areas as well.
Long-Term Gains and Expanding Horizons
Tourism’s appeal goes beyond individual cities, creating opportunities for nearby destinations. For instance, pilgrims attending the Prayagraj Maha Kumbh are often drawn to Ayodhya and Varanasi, creating a tourism circuit that boosts the entire region.
This interconnected growth has led to increased investments in infrastructure and services, ensuring long-term benefits for the state. Hotels, homestays, and local businesses now operate at near-full capacity, reflecting the sustained interest in Uttar Pradesh as a premier tourist destination.
Empowering Local Communities
The UP government’s focus on tourism as a people-centric industry is evident in its efforts to involve local communities. Training programs for hospitality, skill development for artisans, and initiatives to promote local products have empowered residents to take charge of their economic futures.
For example, the growing demand for authentic local experiences has led to the rise of community-driven tourism, where visitors can participate in cultural workshops, heritage walks, and culinary experiences. This not only enhances the tourist experience but also provides locals with sustainable income opportunities.
