A Memorandum of Understanding (MoU) has been signed between UTDB and ITBP under the Union Ministry of Home Affairs in order to promote tourism and support the growth and development of its border districts, including Uttarakhand. This signing ceremony was done at the Secretariat with the honouree of Chief Secretary Radha Raturi.
This partnership supports the Government of India’s prime directives of the Vibrant Village Programme, that focuses on the social and economic upliftment of the villages along borders. The Chief Secretary, Radha Raturi, underlined how the integration of tourism with development in these areas declared that such endeavours could be a twofold process for the economic and defence development of the nation.
Yet one of the major agreements under the MoU proposed here and now is the provision of helicopter services for enhancing transportation to religious tourist spots in Uttarakhand, particularly those located in border terrains. Many places, such as Adi Kailash, Om Parvat, and Timmarsain Mahadev, though very fascinating because of the religious and picturesque beauty, geographically are still offbeat due to their hardship routes.
In its attempt to fill this gap, the Uttarakhand government proposes to start heli-services from the helipads controlled by the ITBP. Besides the above, it is equally said to have a positive impact in improving the tourism sector while at the same time trying to show that the government cares for the people of Vibrant Villages based on the medical aid and emergency evacuation facilities offered in the region. These helipads will have twin uses in that they will be transporting medicines and also rushing patients to specialized hospitals in case of an emergency.
The ITBP remains of paramount importance in the security of the borders of Uttarakhand, especially in districts including those of Uttarkashi, Chamoli, and Pithoragarh, among others.
According to this MoU, the ITBP’s strategic positioning and facilities will now be utilized for developing and promoting tourism and to improve the standard of living of those inhabitants around the region.
This collaboration is a prime example of utilizing existing resources for multidimensional benefits, balancing security with development.
The signing event witnessed the presence of notable dignitaries, including Secretary Sachin Kurve, Inspector General with the Northern Frontier ITBP, Sanjay Gunjyal, and officials from both the UTDB and ITBP. The convergence of expertise and resources from these entities underscores a shared vision for a vibrant and self-reliant Uttarakhand.

Implications for Border Tourism
This MoU is not merely an agreement but a step towards redefining Uttarakhand’s border regions as hubs of spiritual tourism, adventure, and cultural exploration. The infusion of tourism infrastructure in these areas will generate employment opportunities, improve connectivity, and attract investment while also preserving the fragile ecosystems and cultural heritage of the region.
